Human Capital Development Center, in Partnership with the Teacher Civil Service and Educational Personnel Commission Office (OTEPC), Holds 10th Training Course on “Developing Civil Servants for Mid-Level Executive Positions”
Sunday didn’t mean a day off for this group. The Human Capital Development Center, teaming up with the Teacher Civil Service and Educational Personnel Commission Office (OTEPC), ran the 10th round of its training course on developing civil servants for mid-level executive roles — August 9, 2026. The focus for the day: leadership, integrated learning, and project management, all aimed at getting people ready to actually step into those mid-level jobs.
Morning kicked off with Professor Dr. Anek Laothamatas, who used to head the Ministry of Higher Education, Science, Research and Innovation. His talk, “Executives Must Also Be Leaders,” made one point pretty clear — getting the job done isn’t enough. You need to lead people, earn their trust, make the hard calls, and keep an organization moving even when things are shifting underneath it.
Then Dr. Kamolkanok Kiattisakchai took over with “Integrated Learning and Reflective Practice,” pushing participants to connect what they’d just heard back to their own jobs — not just take notes and move on.
Afternoon belonged to Assistant Professor Dr. Santi Termprasertsakul, Vice President for Finance and Property at Srinakharinwirot University, who walked through project management — planning, handling resources, tracking progress, and actually getting projects across the finish line in a way you can measure.
If there’s one line to take from the day, it’s this: today’s executives need to lead well, connect ideas across silos, and manage projects that produce results you can point to — that’s what stepping into a mid-level executive role as a real professional looks like.
